Ideally GC should be issued in order of priority dates but from past experiences with USCIS I am not 100% sure that will be the case it will be all hell lose since they have just 30 days to consume all unused visa#. Else they will have to face the heat at the hill. So it could be pick any approvable aplication from the pool and finish the task.
This is just a wild guess. I do not dictate how CIS will or should work so dont red me if you dont like the guess.

We could not even pool $10K for FOIA. For lobbying, one needs lots and lots of money in the range of 100K -200K. What can IV do? Can you explain what you mean by "something'? if all of us EB3's can pool 100K, then we can request IV to do "SOMETHING". Hope every one understands this.

If it were that easy, USCIS/DOS would be using it. The fact remains that PD related information does not exist other than in physical paper applications/files related with LC, I-140 and I-485. There is nothing on the system based on PD's. Don't we see it in guesswork used for advancing and retrogressing PD's. Note that for most immigration applcations PD's do not play any role. Only when at adjudication time, birth country is noted to be India/China, the officer has to check PD with respect to current cutoff dates. Systems are not designed for handling any processings based on PD's, so quick access to such information is not available - with a fee or without a fee

True - that's exactly what the Adjudicating Officer told me today when I went in for the Interview :)......They want to avoid another July 2007.
So, for efficiency, they are just pre-adjudicating some of the applications; so that, they don't get overwhelmed when dates move forward - they simply have to press the button for 'Card production ordered' message!
In fact, the officer told me that he has 'approved' my application and will have to just wait for the dates to become current to get the actual plastic - also for fyi.....they can also deny the application instantly or request more evidence or call for a follow up interview. They actually give you a letter indicating what happened during the interview (it obviously doesn't say your application is approved - but it will explicitly say whether your application needs a follow up interview or additional evidence).
Although officially so far, USCIS has not branded an I-485 status as "pre-adjudicated", if you haven't received any RFE and/or any other negative status about your 485, and if your case is outside the processing dates of the Service Center, then obviously dude your case is pre-adjudicated.
I tend to believe that the offical status of being "pre-adjudicated" is coming soon. A few months back I read that USCIS is considering publishing another set of date known as "Qualifying Date" in their monthly visa bulletin. That date will define if you are "qualified" to file I-485. They will determine this date based on their workload. The idea behind is to avoid another July 2007 fiasco. In the state of Mass delivery is covered by the State provided you show you don't have insurance. Millions of single moms are delivering and many are teenagers and many are w/o any insurance. I don't know about mass but nothing is free in US. 911 is also not free. 911 bills big amount to the insurance company or sends you a bill if you don't have insurance. If one is not able to pay it it goes to the collection agency or state or charitable trust. All these features are free for Illegals. So better have insurance.
As per obama's new rule, the company will pay 2/3 of the insurance and you will have to pay 1/3 of the insurance. The company will get the amount back as tax credit. In california the laid off person has to pay $100 for insurance and the rest will be paid by the company.
Regarding EAD you are in Status and you can apply for disability insurance from the state. your husband can work in EAD.
Don't stress yourself. Layoff is common these days.

Need ur participation... I'm not an active member, but have done my part.
As you all know the famous saying, "Make hay when the sun shines", we have to act on right time to succeeed in our efforts. I see 800+ registered members.. Counting atleast $100 each, we should atleast be close to 50% of the target.. but it not the case here, Most of us have been in this country for years and also are planning to make this our home... Contributing $100, should not be a big deal.. Folks please join hands together... and help the folks who are actively working on this... .
Also each of us, already members in the group, atleast should try to get minimum one new member to this groups within next week time, we should be able to increase the membership rate dramatically and the contributions too....

I think Wah Wah is confused by the differences between 'retrogression' and 'backlog'. Of course, you are right that the PDs are not likely to go much further back (I think USCIS took a conservative approach after July - note they are still issuing visas to those with non-current PDs but are using the bulletin to limit incoming new filings). However, if 20 million applied in July the coming backlogs would be horrendous, even though priority dates would not necessarily need to go back further.
However, in a sense, if the backlog is perpetual, and let's say the PD never really moves forward by more than, for example, one month, in the next 10 years (I'm picking extremes to make my point) then the effective retrogression at that point would be greater than say todays.

I agree it's very bad, and we need to fight it. But I just didn't want to people panic on something that's un-true. I'm tired of the FUD, that's it!! Just see, now in another thread somebody is speculating about discrimination against Indians inside USCIS!!
